受疫情影響，转会征召足协中國隊不得不在境外長期備戰、窗补超过比賽 。报不杯冠國腳的国足冠缺席 ，也給其所在俱樂部的数量足協杯備戰帶來不利影響 。為此 ，军直中國足協將於本月底開啟臨時轉會窗口 ，通亚協助這些俱樂部隊通過“租 、转会征召足协買”及時“補”人 。窗补超过
中國足協 、报不杯冠中足聯籌備組之所以將中超聯賽第二階段最早開賽時間設定在12月1日 ，国足冠主要是数量因為國足直到11月中旬才能打完12強賽第6輪比賽 ，也就是军直本年度最後一場國際比賽 。這樣的通亚安排讓國腳能參加中超比賽 ，從而保證聯賽競爭的转会征召足协公平與公正 。
不過 ，本賽季足協杯正賽已經確認於10月 、11月進行 ，國腳們鐵定無緣參賽，那些國腳輸送大戶俱樂部的競爭力將大打折扣 。需要說明的是，本賽季足協杯冠軍球隊依然將獲得下賽季亞冠正賽名額 。
正是基於對上述因素的考慮，中國足協於9月15日下發了《中國足協關於2021中國足球協會杯正賽階段競賽規程的補充通知》。通知中寫道 ：“2021年9月29日至2021年10月12日 ，我會將開啟臨時轉會窗口 ，有被國家隊征召球員的俱樂部可在此窗口完成球員租借 、轉會及足協杯補報。俱樂部轉會補報球員的名額不得超過國家隊征召球員數量 ，比如某俱樂部被國家男子足球隊征召6人，則該俱樂部隻可補報至多6人 。”據了解 ，滿足本窗口期轉會條件的必須為中國足協在冊職業球員。
