今年足協杯正賽共有參賽隊32支 ，南大年月16支中超 、连梅9支中甲、区明6支中乙 、决赛1支中冠球隊 。足协州赛32支球隊分四個賽區 ，分別是長春、濟南 、大連 、梅州，每個賽區8支球隊 ，前兩名進8強。大連人 、長春亞泰 、山東泰山 、梅縣球鄉（中冠）將直接落位在自己的主場 。
足協杯的抽簽儀式將於9月底進行。據了解 ，第一、二輪采取集中賽會製，即32進16及16進8，比賽時間是10月13日至10月20日。
第三 、四輪依舊采取集中賽會製，即8進4、半決賽各兩回合，共12場比賽 ，比賽時間10月23日至11月8日在大連賽區舉行，決出兩隊進入決賽 。
而原本計劃安排在11月進行的決賽，將為了等國腳歸隊 ，安排在中超聯賽之後 。那麽 ，足協杯決賽就將於明年1月進行 。而且 ，本次決賽將一場定勝負 ，不再安排兩回合 。
