國際足聯此前試圖推動世界杯2年1次的南美年届計劃 ，但是足联遭到了多國國家隊 、俱樂部 、拒绝球員甚至大洲協會的世界反對 。如今南美足聯已經正式表態：拒絕2年1屆世界杯的杯旗提案 ，南美足聯旗下的下足协也足協也不會參加 。
南美足球理事會在10月27日在巴拉圭召開了會議 ，参加會議的南美年届重點是分析世界杯每兩年一次的提議 。最終多方達成一致 ：國際足聯試圖改變當下的足联世界杯模式 ，沒有正當理由或依據 ，拒绝因此南美足聯旗下的世界10個成員國均表示不會參加2年1屆的世界杯模式 。
針對於國際足聯的杯旗提議 ，南美足聯表示 ：“這個新的下足协也項目飽受爭議 ，一個核心問題在於它背棄了近100年的参加國際足球傳統 ，忽視了這個星球最重要的南美年届體育賽事的初衷和曆史。南美足聯未來依然支持現有模式的世界杯 ，因為它被證明是一個成功的模式 。”
